‘Old age home failed to take off due to frequent design changes’ | Delhi News

New Delhi: Even after 21 years of land being acquired for an old age home at Rohini, the Delhi government project failed to take off, largely due to frequent revision in the drawings and design, the Comptroller and Auditor General of India stated in a report.
In the case of another proposed old age home at Kanti Nagar, frequent changes of executing agencies resulted in the project getting completed after 16 years of taking possession of the land.
CAG mentioned that the delay in completing the old age homes resulted in avoidable payment of composition fee amounting to Rs 130.1 lakh to Delhi Development Authority. The report also stated that this also deprived the elderly residents of Delhi from the much-needed social security of staying in old age homes.
The report mentioned that one of the responsibilities of the social welfare department of Delhi government was to provide social security for the aged through a network of residential care homes. However, till date only two old age homes had been established. While the one at Bindapur being run by the department itself can accommodate 50 people, another home at Lampur, with a capacity of 30 occupants, is being run in collaboration with Delhi Brotherhood Society.
The department had taken possession of two plots at Rohini-IV and Kanti Nagar in March 1997 and August 2006, respectively, for construction of old age homes within a period of two years from the date of taking possession of the land.
Spread over 3,576 square metres, the proposed old age home at Rohini would be able to accommodate 176 people, while the one at Kanti Nagar, which was inaugurated earlier this year, can house 117 residents. “As a result of these delays, the elderly, who would have availed of the security of stay in these old age homes, were deprived of the facilities,” the report stated.
The auditor also stated that non-construction of a working women’s hostel by Delhi government’s department of women and child development even after 16 years of taking possession of the land not only resulted in blockade of funds of Rs 97.5 lakh, but also deprived many working women of safe, dignified and affordable accommodation.
